Minutes from the Parish Council Meeting held on Wednesday, 16 November 2022 at 7.30 pm at The Village Hall, South Rauceby. 

Present:      Cllr M Froggatt (in the Chair), Cllr R Enstone, Cllr G Enstone and the Clerk, Mr I Grady. 

Public speaking time:  There were no members of the public present. 
1. Apologies for absence: Apologies were received from Cllrs M Ireland, J Malloch, S Waite, J Hoare, S Enstone and Cllr S Waring of NKDC. 
Cllr B Balderston did not attend and did not submit apologies for her absence. 
2. Stand-in Chairman: As both the Chairman and Vice-Chairman were unable to attend, Cllr Froggatt was nominated by Cllr G Enstone and seconded by Cllr R Enstone to stand in as the meeting Chairman. Cllr Froggatt duly chaired the meeting from that point.
3. To receive any Declarations of Interest: the revised declaration of interest forms were received and submitted to NKDC. However NKDC pointed out some errors that had to be corrected before they could be published on their website. Corrections were carried out at the meeting except for the declaration of Cllr Balderston who was not present. 
Action Nov (1): Cllr Balderston to complete and submit the form to the clerk without delay.
4. To decide on any items to be carried out in Closed Session: None required. 
5. To approve as a correct record the notes of the meetings held on 28 September 2022: One error was corrected (the reference to Church Road in section 12(ii) should have read Church Lane; the approved minutes published on the website were corrected after the meeting). Unanimously approved; the Chairman signed the minutes. 
6. Rauceby Gigabit Project: An update was given by Cllr Froggatt in the absence of Cllr. S Enstone. We broke the threshold for households/businesses to sign up by £20,000 but there was then a month for everyone to validate. Unfortunately, we have about 20 vouchers that have either not been validated or DCMS have asked for more information from businesses to validate which has not yet been forthcoming.
The project had sufficient expressions of interest to reach the financial requirements of Openreach and the final stage required the validation of each by 31/10/2022 to enable the scheme to proceed. This had not been fully achieved, and Openreach had extended the deadline until the end of November 2022.
7. Reports from Visiting Representatives and Police Matters if any: 
LCC – Nothing to report.

NKDC – Cllr Waring forwarded an email from the Planning Dept explaining their position regarding visits to Parish Council Meetings. It stated: 
"Unfortunately we are unable to field an officer for such an event. We have limited resources as you will appreciate and so would only attend a meeting where we can liaise with several PCs at the same time. 
The planning portal carries a number of guides that are helpful at Do you need permission? - Do you need permission? - Planning Portal. 
Also, the online Planning Practice Guidance explains permitted development at When is permission required? - GOV.UK (www.gov.uk)."

Police – nothing to report from the police.

9. New Business Notified to Clerk prior to meeting

i. Notification of proposal for leisure area near south entrance to Rauceby Hall. This was to give notice of a guest speaker, Ms E Hoare, who is to describe a beautification project at the January meeting.

ii. Notification of cost increases for 2022-23: Village Hall, by £2 to £18 per session; LALC, by 4% to about £173.

iii. Planning Sub-Committee operation: introduce a proposed procedural change. There has been some difficulty recently about getting feedback from councillors in time to achieve Planning Dept deadlines. The discussion has been deferred until the January meeting. 

iv. Neighbourhood Planning. This appears to entail an enormous amount of work and the council considers that the outcomes for such a small village don’t appear to merit this investment. The discussion has been deferred until the January meeting. However the clerk will ask Cllr Waring whether other villages have gone through the exercise and to see what their experiences were. 
Action Nov (2): Clerk to follow up.

v. Notification of LALC notice – emergency plans. The discussion has been deferred until the January meeting. The clerk is to check with LCC on the merits and composition of such a plan.

vi. Notification of LALC notice – public rights of way. Rauceby PC has recently (earlier in 2022) contributed to this exercise. No further action is required.

vii. Preparations to celebrate the coronation of King Charles III on 6 May 2023. It is hoped that other groups in the village will take the lead on this with the Parish Council assisting where possible. The discussion has been deferred until the January meeting.

viii. Drought damaged footpath Chapel Lane/Main St, North Rauceby (Cllr Waite). As Cllr Waite was not present it was decided to defer the discussion until the January meeting.

ix. Missing/damaged noticeboards Chapel Lane to A17 (Cllr Waite). As Cllr Waite was not present it was decided to defer the discussion until the January meeting.

x. The following programme of meeting dates for 2023 was agreed unanimously:

10. Update on Outstanding Matters

ii. Traffic calming measures/gates: The contractor who had agreed to install the gates has increased his price to a much higher level. Cllr Ireland is investigating a cheaper solution.

With regards to the red tarmac aspect: Cllr Ireland is still awaiting feedback from Cllr Wright of LCC to confirm that Rowan Smith of LCC Highways will complete the work by April 2023. 

iii. Church Lane road surface deterioration: some patching has been carried out by the Highways Dept, but the councillors considered this to be an insufficient solution to the problem.

11. Financial report – for approval and signing; November 2022

i. The financial report was approved and signed off by the Chairman.
The Current account stands at £17,817.63 on 21 October 2022.

ii. This month’s payments were approved and cheques signed:
* HMRC (PAYE clerk) £190.40
* Village Hall hire £32.00
* I Grady fees (2 months) £190.26
* I Grady expenses (printer ink, poppy wreath) £62.30
* J Earl (Grass cutting 6 occasions) £192.00
 

12. Any Other Business:  Any matters which have arisen after the agenda was published. 

i. A query was raised regarding the ownership of several items that were installed in the village many years ago by NKDC: carved logs (2 off), village entrance signs (sheep motif) (3 off), metal artwork (several). They are not registered as Parish assets and it is not clear who is responsible for care and maintenance. The clerk is to check with NKDC.
Action Nov (6): Clerk to follow up.
 

13. Date of Next Meeting: The meeting closed at 20h30. The next regular meeting will be held on Wednesday, 18 January 2023 at the Rauceby Village Hall starting at 19h30.

Matters which have been raised in meetings and which may be considered further at a future date:
* Flooding and drainage at the junction of Rauceby Drove and A153 (Lincolnshire Highways are aware of this issue and have it on a long term planning strategy.)
* S Rauceby Well refurbishment: deferred until more appropriate.
