Minutes from the Parish Council Meeting held on Wednesday, 17 July 2024 at 7.30 pm at the Village Hall, South Rauceby. 

Present:      Cllr S Enstone (in the Chair), Cllrs J Malloch, G Hall, G Enstone, M Ireland, P Ireland, B Balderston, J Hoare and M Froggatt; J Clarke of NKDC and the Clerk, Mr I Grady. 

Public speaking time: There was no member of the public present. 
1. Apologies for absence: No apologies were received.
2. To receive any Declarations of Interest: None were received.
3. To decide on any items to be carried out in Closed Session: None required. 
4. To approve as a correct record the notes of the meeting held on 15 May 2024: Unanimously approved; the Chairman signed the minutes. 
5. Rauceby Gigabit Project: Cllr S Enstone described the situation to date. Most orders for installation are in, with fewer than 10 householders yet to commit. The voucher scheme has been extended to the end of September. 
The issue regarding lifelines for those people who rely on copper transmission lines and have been prevented from pursuing fibre installation was discussed. This is a national problem and the providers (Openreach) have been tasked to provide a solution. They are running trials elsewhere in the country to develop and prove systems.
6. Reports from Visiting Representatives and Police Matters if any: 
LCC   No representative was present to make a report. 
NKDC   A short report was made by Cllr J Clarke:
He reassured the meeting that defibrillators were safe to use; there had been some doubts expressed to NKDC concerning this. 
There are no changes to NKDC resulting from the election   the standing MP has been re-elected.
He reported that two teenagers had been killed in a road accident at the Cranwell/North Rauceby/A17 junction. This generated discussion in the meeting as we had raised this junction as a potential hot spot with LCC a couple of years ago after another fatality. The Chairman agreed to raise this issue again with LCC Highways Dept, with a view to installing measures to improve safety (cameras, reduced speed limit?).

He reported that the Government had passed planning applications, avoiding local planning mechanisms, for large solar panel installations in Lincolnshire farmland (not associated with the Rauceby area). This generated a vigorous discussion regarding the pros and cons of solar farms. 
  Police   No representative was present to make a report.
7. Planning Applications Received from NKDC (This may include plans received since the agenda was circulated):

(Item was added after initial publication of agenda in order to enable discussion at this meeting.) No Objections at regular meeting of Rauceby Parish Council. ii. 24/0709/VARCON | Application to vary condition 2 (Materials) and 3 (Approved plans) attached to planning permission 23/1490/HOUS - Demolition of existing conservatory, erection of single storey extension to rear and garage converted with alterations to roof. Variation of both conditions to allow larger rear extension and alteration to facing materials. | 38 Pinfold Lane South Rauceby Sleaford Lincolnshire NG34 8QE. No Objections at regular meeting of Rauceby Parish Council. (Submission to NKDC completed on 19/07/24.)
iii. 23/1321/LBC | Conversion and change of use of barns to class E retail gun shop | North Rauceby Lodge Church Lane North Rauceby Sleaford Lincolnshire NG34 8QU. No objections by Planning Sub-Committee (By 09/12/23; GH, PI, JM, MI, SE) (Submission to NKDC complete 07/12/23.) This application was amended by the applicant. There were no objections to the amendment by the full Council. (Submission regarding the amendment complete 17/05/24.)
iv. 23/1320/FUL | Conversion and change of use of barns to class E retail and gun shop | North Rauceby Lodge Church Lane North Rauceby Sleaford Lincolnshire NG34 8QU. No objections by Planning Sub-Committee (By 09/12/23; GH, PI, JM, MI, SE) (Submission to NKDC complete 07/12/23.) This application was amended by the applicant. There were no objections to the amendment by the full Council. (Submission regarding the amendment complete 17/05/24.)

vi. 24/0594/TCA|T1 - Walnut tree - fell| Applegarth 28 Main Street North Rauceby Sleaford Lincolnshire NG34 8QP. (No response required by Rauceby PC.) TPO not served by NKDC.
vii. 23/1533/FUL | Erection of 2 no. broiler poultry units (meat production) with feed silos, roof mounted Solar PV panels and hardstanding | Boiling Wells Farm Grantham Road Greylees Sleaford Lincolnshire NG34 8QX. No Objections at regular meeting of Rauceby Parish Council. (Submission to NKDC complete 19/01/24.) Approved by NKDC.
8. Matters Arising and New Business Notified to Clerk prior to meeting
i. Matters arising from Open meeting in May 
None. 
ii. Cost of litter picking equipment. 
The next litter picking event is planned for Saturday 5 October. It was agreed to purchase 20 high visibility vests but no more litter pick sticks or hoops. In addition, signage to warn motorists of the litter picking activity is to be sourced and purchased.

iii. Dog fouling at the Guide Field
It was considered that any replacement signage reminding dog-walkers to pick up dog waste should be purchased by the Estate as it is their land. In addition the request to install a dog bin was also rejected as there is already one close by at the bus shelter. Cllrs Hoare and S Enstone agreed to discuss the matter with Mr Spurrier, a trustee of the Estate.

In respect of dog bins, it was agreed to purchase a new bin to replace the one on Church Lane which has been damaged for some time.

iv. Speed indication devices
It was agreed to obtain a proper quote for two devices to be located at the entrances at North and South Rauceby.

It was also agreed to make an application to the Rural England Prosperity Fund (REFP) with a view to obtaining the funds to contribute towards to purchase of speed indicator devices.

10. Financial report
i. The financial report was approved and signed off by the Chairman.
The Current account stands at  9629.454 as of 26 June 2024.
ii. This month s payments were approved:
* I Grady: Expenses  54.82
* I Grady: fees (2 months) (GDPR)
* J Earl: grass cutting etc  224.00
* Village Hall rental:  18.00
* HMRC; PAYE: (GDPR)
iii. The Savings account stands at  10,000 at 17 July 2024 (interest will be added at the end of the FY).
iv. As a matter for the record there were no public enquiries regarding the Council s financial accounts for the FY 2023/24 during the period of the Exercise of Public Rights publication which ended last week.
11. Any Other Business:  Any matters which have arisen after the agenda was published. 
i. Village Hall Rental Fee: This is to be increased from  18 to  19 per event from September. 
12. Date of Next Meeting: The meeting closed at 20h30. The next regular meeting will be held at 19h30 on Wednesday, 18 September 2024 at Rauceby Village Hall. 

Matters which have been raised in meetings and which may be considered further at a future date:
* South Rauceby Well refurbishment: deferred until more appropriate.
* Watching brief on requirement for EV charging points for the public and for residents who do not have off-road parking facilities (originally discussed March 2024).
* Councils  new duty to prevent sexual harassment: when more information becomes available about how compliance is to be managed the Clerk will prepare a policy document for adoption by the PC (originally discussed March 2024). 
* The Council shall keep a watching brief on the progress of the Rauceby Foundation re-wilding project at the plot of land on Main Street ear-marked for a public leisure area (originally discussed May 2024).
