RAUCEBY PARISH COUNCIL
MINUTES FROM THE PARISH COUNCIL MEETING HELD ON WEDNESDAY, 3rd JULY 2019 AT 7.30pm IN RAUCEBY VILLAGE HALL
Present: Cllr M Ireland (in the Chair), Cllr G Enstone, Cllr R Enstone, Cllr J Malloch and Cllr S Waite, Cllr S Waring (NKDC) and PCSO Colin Ironmonger (left after item 6) and the Clerk, Mrs P Ireland.
1. Welcome by the Chairman: The meeting started with the sad news of the death of Cllr Gillian Hoare. The Chairman made a tribute and a minute’s silence was observed by all present.
2. Apologies for Absence: Apologies had been received from Cllrs B Balderston, I Graham and K Colehouse.
3. To Receive any Declarations of Interest: None
4. To Decide on any Items to be carried out in Closed Session: None
5. To approve as a correct record the notes of the APCM held on the 15th May, 2018. The official minutes were signed by the Chairman.
6. Police Matters: PCSO Ironmonger was welcomed to the meeting and gave brief update on PCSOs in general. The main change being that they are no longer required to attend Parish Council meetings. However, minutes will still be sent to keep them up to date with matters.
Discussion took place about the recent accident that had taken place on the A17 and the subsequent traffic problems that took place when two way traffic was diverted down Church Lane, which is essentially a one track road. PCSO Ironmonger explained that it was down to lack of local police officers attending and in normal circumstances traffic would have been stopped at the Holdingham roundabout and diverted from there. He was quite clear that no member of the public has the right to intervene.
PCSO Ironmonger left the meeting.
7. Reports from Visiting Representatives: Cllr Waring gave a brief update.

9. Code of Conduct:. NKDC had requested a copy of the Code of Conduct to be held on file. The latest version of the one adopted by NKDC had been circulated and it was agreed to adopt this one, replacing the one currently in use. The Clerk advised all present that it was each councillors responsibility to be aware of the contents.
10. Defibrillators: Since the last meeting the Chairman had confirmed with the school that their defib was available and accessible to the public. The Clerk had produced a new leaflet and Cllr Waite was in the process of delivering them to all households. The leaflet has also been circulated on the village email and put on the noticeboards.
Discussion took place about whether a second defibrillator should be purchased (in the region of £1200 - £1500 plus running costs and any maintenance). The expenditure was agreed and the Clerk will circulate details. The Chairman will contact the parishioner who raised it at the Parish Open meeting. Location to be discussed at the next meeting.
11. 40 mph extension: A request had been received to extend the 40mph zone further along Church Lane and on Rauceby Drove. Discussion regarding this had taken place when Richard Davies from Highways had attended a walkabout last summer and had indicated that to extend beyond the existing limits would not meet the required criteria.
12. Footpath via Greylees to Rauceby: Request to obtain an extension of this footpath along the A153. The Chairman reported that it is possible to walk on footpath all the way from Sleaford to Rauceby which increases the walking time by about 6 minutes. It is also cyclable. In view of this it was felt that to pursue the extension would not be a good use of public funds. However, the path beside Rauceby Drove does require some maintenance to remove overgrowth. The Clerk to report to Highways.
13. Provision of Dog Bins: It was agreed to purchase two new bins. Sites to be decided at the next meeting.
14. Correspondence:
- Inviting the Chairman of the District council to your local event – circulated
- Local Plan Review – available to view on line or at NKDC. Public inspection ends 18th July
- Electoral Review – The Clerk to attend the briefing on 22nd July
- LCC - Broadband programme – Cllrs Enstone and the Chairman to look into this and see if there is any public support.
15. Update on Outstanding Matters:
- 30mph signs – Cliffe View, South Rauceby – Following a request made in 2018 to alter the restricted zone, a reply had been received saying that this would not fulfil the criteria.
- Dog Fouling Signs – Currently being replaced,
- Main Street sign, South Rauceby - replaced
- Red tarmac strips – Cllr Storer trying to secure dates from Highways.
- Bend sign, North Rauceby – Replaced but the chevron sign now down. The Clerk to report.
16. Finance:
(i) Financial report – £18, 559.03 in the current account

17. Matters of Urgency:
- Kerbing on Thorpe Drove – Any requests should be directed straight to Lincolnshire Highways.
18. Date of next meeting – Wednesday, 11th September 2019.
