RAUCEBY PARISH COUNCIL

MINUTES FROM THE PARISH COUNCIL MEETING HELD ON WEDNESDAY, 15th JANUARY 2020 AT 7.30pm IN RAUCEBY VILLAGE HALL 

Present:   Cllr M Ireland (in the Chair), Cllr B Balderston, Cllr K Colehouse, Cllr G Enstone, Cllr R Enstone, Cllr M Froggatt, Cllr J Malloch, Cllr S Waite, Cllr S Waring (NKDC) and the Clerk, Mrs P Ireland.  Mr S Enstone left after item 6. 


1.   Welcome by the Chairman

2.   Apologies for Absence:  Cllr I Graham

3.   To Receive any Declarations of Interest: Cllr M Ireland – DPI Item 8.1

4.   To Decide on any Items to be carried out in Closed Session:  None 

5.   To approve as a correct record the notes of the meeting held on the 13th November, 2019.  The official minutes were signed by the Chairman.

6.   LCC Broadband Programme – Mr S Enstone gave an update on Gigabit Broadband.  He offered to be the Village Co-ordinator and will facilitate a public meeting in March.  The Parish Council to pay for leaflets that will be distributed throughout Rauceby.

7.   Reports from Visiting Representatives and Police Matters:  Cllr Waring reported on the latest from the Boundary Commission.  The Leasingham / Rauceby district has a small electorate (-17% from the average where -10% is acceptable). Options could be to merge with another district, creating a bank of District Councillors with responsibility for Rauceby, or to add a group from, for example Greylees,to increase numbers. It was agreed that the Chairman would submit comments stating in support of the current arrangement.  

8.   Planning Applications:  Cllr Malloch took the Chair for the item 8.1.

Proposal:  Application to vary condition 8(Operations Period) from 30 years to 40 years (29th July 2054) attached to application 13/0929/FUL - Installation and operation of a solar farm and associated infrastructure, including photovoltaic panels, mounting frames, inverters, transformers, substations, communications building, fence and pole mounted security cameras, for the life of the solar farm.

Following discussion it was agreed no objections to be raised.

19/1669/HOUS | Erection of extension to dormer / 48 Southgate Spinneys South Rauceby Sleaford Lincolnshire NG34 8QF

9.   Review of Traffic Calming Measures and Extension to the 30mph Speed Limit in North Rauceby - A proposal to reduce the speed limit in North Rauceby had been received from Lincs County Council.  Whilst it was agreed that slower moving traffic was welcome, concerns were raised about the implications for parking.  The Chairman to contact LCC before replying. 

Concerns had also been raised, through Cllr Colehouse, about disregard for the 40mph speed limit on Rauceby Drove. It was agreed that the red tarmac strips would address this problem, once they were installed. Cllr K Colehouse suggested that an enquiry be made that the 30mph be extended in South Rauceby also to cover this area.  

10.   To Approve the Budget for 2020/21 and to set the Precept for 2020/21 – It was resolved to accept the circulated budget.  All in favour of a 2% increase. 

11.    Grasscutting Matters – One quote received which was higher than anticipated. It was agreed that at   least one more quote be obtained.

12.   Correspondence:

  • Position of Post Box in South Rauceby – Letter received from a resident raising concerns about the access. The Clerk to explore the possibilities of an additional box in South Rauceby or the possibility of moving the current one.  Once options had been obtained it was suggested that it be discussed at the Parish Open meeting.

13.   Update on Outstanding Matters: 

  • Contact with the County Councillor – The Clerk had received communication from Cllr Martin Hill in response to the letter. It was agreed to monitor the situation until the next meeting.  
  • SID machine – Estimated repair bill of £342.00 to be split three ways. Still waiting for agreement to go ahead from Cranwell and Ruskington. 
  • Tree on Church Lane – Now removed.

15.   Matters of Urgency: None.  It was noted that work had been done clearing gulleys and culverts in South Rauceby.  Some more effective than others.
