NOTES BASED ON THE AGENDA OF THE CANCELLED PARISH COUNCIL MEETING – circulated by email

It was agreed by the Chairman and Vice-Chairman that no business, meeting, service provision or service delivery of the Parish Council is of any importance above that of public and personal safety. As such the planned meeting for the 18th March 2020 was cancelled and replaced with the circulation of these notes.  


1.   To approve as a correct record the notes of the meeting held on 15th January 2020 and to authorise the Chairman to sign the official minutes.  Agreed 

2.   LCC Broadband Programme – Simon Enstone had cancelled the planned meeting and will do the presentation digitally. 

3.   Reports from Visiting Representatives and Police Matters if any:

  • NKDC – A proposal from NKDC has been put forward to include Rauceby with Leasingham and Wilsford. 

                   
4.   Planning Applications: 

Plans have been circulated by email and no objections or comments to be registered.

5.   Traffic Calming Measures in South Rauceby – to be held over until the next meeting.

6.   Grasscutting Matters – a second quote had been received.  Second quote approved.   

7.   Chapel Close Pavement Repairs – now resolved. 

8.   Plans for the Parish Open Meeting in May - NALC have confirmed that they are engaging with SAAA about audit and with MHCLG on a range of issues. A summary of their list so far for MHCLG is below. 

  • Holding of statutory meetings – such as annual parish meeting and the annual council meeting
  • Audit deadlines
  • Elections deadlines (if the elections are not delayed). Plus, impact/implications if they are delayed.
  • Democratic decision making eg if councils are unable to be quorate for an extended period of time. This includes the question of phone/online attendance

The Chairman proposed that the Parish Open meeting be postponed until May 2021 and the Annual Parish Council meeting be held in July 2020.  

9.   Website – the website is going to be updated by LCC.  The Clerk to attend the obligatory training which has been now been postponed.

10.   Correspondence:

Proposed speed limit on the A153 – Not in the Rauceby parish but as a neighbouring parish is of interest.

12.  Update on Outstanding Matters:

  • Position of Post Box – Extensive attempts made to request an inspection of the location but rejected every time. For further discussion. 
  • Extension to the 30mph Speed Limit in North Rauceby – all representations necessary made about road side parking but LCC are contining with their proposals to change the speed limit.  
  • Contact with the County Council – Cllr Andrew Hagues has kindly agreed to attend the Rauceby meetings.  Agreement from LCC.
  • SID machine – repaired and back in service.  Invoices for share of repair bill sent to Cranwell and Ruskington Parish Council.
  • Broken directional sign – Thorpe Drove - Reported and will be replaced at some stage in the future.

 17. Finance:

Agreed that the Parish Clerk along with two Councillors will have delegated responsibility for the authorising and signing of payments.  Measures in place to ensure transparency ie circulate invoices by email.

18.  Matters of Urgency – Covid-19 situation – The Clerk to co-ordinate volunteers from the village.  To register with the approved Lincolnshire group and to complete a Village Emergency Plan.
