RAUCEBY PARISH COUNCIL

MINUTES FROM THE PARISH COUNCIL MEETING HELD ON WEDNESDAY, 8TH JULY 2020 AT 7.30pm 

The meeting was held virtually, using Zoom hosting.

Present:   Cllr M Ireland (in the Chair), Cllr B Balderston, Cllr K Colehouse, Cllr G Enstone, Cllr R Enstone, Cllr M Froggatt, Cllr J Malloch, Cllr S Waite, Cllr S Waring (NKDC), Cllr A Hagues (LCC), the Clerk, Mrs P Ireland and members.   Mr S Enstone (Rauceby Gigabit) was present up to and including item 5. 

Members of the public were invited to speak before the start of the meeting.


1.   Apologies for Absence:  Cllr I Graham (Recovering from a hospital stay.  The Chairman wished him well)

2.   To Receive any Declarations of Interest: None

3.   To decide on any items to be carried out in Closed Session: None

4.   To approve as a correct record the notes of the meetings held on 20th and 27th May 2020.   The Chairman signed the minutes. 

5.   Rauceby Gigabit Project An update had previously been circulated to all the Cllrs present. Mr Simon Enstone gave an update.  Following a meeting with the County Council they have agreed to close the funding gap but concern about how much this could potentially be.

Discussions taking place with Openreach to reach an agreed final price that covers all the properties who want to be in the scheme. Going forward it will be necessary to form a company that is a legal entity to administer the project.

The Chairman thanked Mr Enstone for his continued support of the project.

6.    Reports from Visiting Representatives and Police Matters if any:

  • NKDC – Cllr Waring spoke of the current difficulties.  £20 million had been distributed to local businesses through government grant funds. NKDC were facing a potential shortfall of £3 million. 
  • LCC – Drainage work and low level kerbing on Thorpe Drove

              Speed reduction scheme – red tarmac road markings

Cllr Hagues agreed to look into both of the above matters.  

Road sweeping in North Rauceby following footpath works Cllr G Enstone reported that this had now been dealt with. 

Cllr Hagues also reported that the Holdingham roundabout project had been deferred until next year.  Sleaford Library to re-open on Monday,13th July with a click and collect service.  LCC had distributed 500 old laptops to families having difficulties accessing IT. 

7.     Planning Applications:

1.

20/0693/LBC | Replacement of all doors and windows | 1 Dovecote Rise South Rauceby Sleaford Lincolnshire NG34 8WZ – No objections

2.

20/0438/FUL | Erection of 1no single storey dwelling. | 38 Pinfold Lane South Rauceby Sleaford Lincolnshire NG34 8QE – Amendments had been received since the agenda was published.

The Clerk explained that because the item was not on the agenda, if the PC felt it necessary to change their original decision, an extraordinary meeting would need to be held. Cllr R Enstone proposed that the objection remain.  Seconded Cllr Balderston.  Agreed. Objection remains.

Cllr Waring informed the meeting that she had requested it be brought to a full planning meeting at NKDC.

Cllr Ireland raised concerns that when amendments are received for existing plans, sometimes they are so minor it is not always clear what the amendment actually is. He wondered if it would be possible for the covering letter to contain that information.  Cllr Waring to look into this. 

8.     Speeding Matters in South Rauceby – Following discussion earlier in the year Cllr Colehouse had requested costings of available traffic calming measures.  To replace the SID machine it would be in the region of £3,000.  This also relies on regular charging of the battery and regular re-siting.  A static, flashing sign, including a three year annual maintenance plan, would be in the region of £7,000.  It would be possible to reclaim the VAT element of this.  Cllr Malloch asked if it would be worth looking at a grant.  Cllr Hagues kindly offered £500 from his LCC fund. It was agreed to monitor the situation. 

9.       Bench on Church Lane – in need of repair and also the one on St Peters Close.  Cllr Waite to obtain a quote.

10.       Correspondence:

  • Footpath works in North and South Rauceby – details circulated and some of the work already completed.

11.       Update on Outstanding Matters:

  • Position of Post Box, South Rauceby – Royal Mail will not move the box as they consider it is the path that is the issue and that is not their problem.  Consideration to be given as to how this can be progressed.

14.  Date of next meeting – The next meeting will be Wednesday, 16th September 2020.  Format to be decided by the Clerk at time of setting the agenda. 

There being no other business the meeting closed at 8.35pm.
